  7.     Who's the hottest author in Moscow? Right now, freshly
  8. minted democrats there are eagerly devouring the works of a guy
  9. named Publius. James Madison, Alexander Hamilton and John Jay
  10. adopted that pseudonym back in 1787 when they wrote the 85
  11. essays known as The Federalist. Muscovites are asking the
  12. American embassy for Russian-language copies of the essays.
  13. Their favorite part: Madison's eloquent description of the
  14. proper way to balance local autonomy with central authority. Two
  15. hundred years ago, his reasoned arguments helped persuade the
  16. states to ratify the U.S. Constitution.
